In historical Brussels, the Eerste Schepen (First Alderman) was the foremost among peers — not sovereign, but first among equals. The First Scaper inherits this tradition, updated for the digital age and the consensus-based governance that defines Neo-Europa’s aristocracy.

Role and Authority

The First Scaper does not rule Neo-Europa unilaterally. Instead, they serve as:

  • Facilitator of Deliberation: Guiding debate among the Council while remaining formally neutral.
  • Architect of Consensus: Shaping the phrasing and framing of decisions until agreement is reached.
  • Public Symbol of Unity: Once a decision is made, the First Scaper voices it to the public as if unanimously backed.

In times of crisis, the First Scaper may also act as a spokesperson, war-time coordinator, or ceremonial figurehead — though all power is grounded in Council consensus.

Selection Process

Every six months, the First Scaper is chosen in secret ballot by the Seven Council members. While the vote is anonymous, the process is often influenced by:
