Neo-Europa is a vast cyberpunk mega-city and the most prominent surviving city-state in post-collapse Europe. Built layer by layer atop the buried infrastructure of old Brussels, it is a monument to survival, ambition, and the enduring legacy of power. A city where myth meets code, and every glowing screen flickers with the weight of ancestral intent.
Origins and Foundation
The origins of Neo-Europa trace back to the Ascension Project (2076–2080), an unprecedented urban re-engineering initiative carried out by the Seven Families—descendants of medieval Brussels nobility who had evolved into vast corporate dynasties. In the wake of the Great Fragmentation War and the Climate Exodus, they merged their legacy with technology, creating a society rebuilt from steel, memory, and algorithmic dominance.
Rather than restore the nation-state, they constructed a sovereign urban empire. Layer by layer, the new city was raised over the ruins of the old—its concrete bones repurposed, its ancient streets folded into data archives. Today, Neo-Europa stands as a vertical city-state of over 96 million residents, defined by extreme stratification, controlled access, and encoded ritual.
Governance: The Council of Nobles
Neo-Europa is governed not by elections or parliaments, but by a secretive and consensus-driven body known as the Council of Nobles. Composed of seven seats—one for each of the ruling Families—the Council preserves the feudal logic of Brussels' medieval schepenbank system.
Each noble is served by two representatives: a Banner (the public, honor-bound emissary) and a Dagger (the covert executor of the family's will). Council decisions are reached through deliberation and secret ballots, often influenced by loyalty, bribery, and centuries-old alliances.
Though technologically advanced, Neo-Europa is fundamentally a court of rituals and inherited memory. The Council does not govern from code alone—it governs through narrative, surveillance, and encoded lineage.
Cypherspace: The Digital Realm
At the core of Neo-Europa’s infrastructure lies Cypherspace, a three-layered digital domain that functions as:
- The city’s internet
- Its dominant social platform
- Its battleground for corporate espionage and ideological war
Cypherspace consists of:
- The Veil – a social, avatar-based experience resembling a living myth-world
- The Depths – raw, dangerous datascapes navigated by elite hackers known as Spacers
- The Kanturas layer – a gamified dream-realm originally built as a simulation, now home to myth-bound consciousness, arcane logic, and spiritual data-clans
Cypherspace is not open—it is filtered, firewalled, and sanctified. It is patrolled by ICE drones, haunted by outlaw codewitches, and subtly manipulated by the noble Houses.
Urban Structure
Neo-Europa is divided into stark socio-architectural layers:
