Neo-Europa is the towering cyberpunk successor to Brussels, born from collapse, exile, and ambition. Its rise is a story of climate ruin, digital schism, and the return of aristocracy.

Origins

Before Neo-Europa, there was Brussels—a city of governance, diplomacy, and deep-rooted family legacies. The transformation began in the early 21st century, when the world order fractured and Brussels became both a sanctuary and a crucible.

Timeline

2030–2039: The Great Fragmentation War

A decade-long multi-front conflict ignites across Europe. Sparked by resource shortages, water rights disputes, and cyberwarfare between national banks and sovereign AIs, NATO disbands and the European Union dissolves. Nation-states retreat into isolation. Brussels, though scarred, survives as a heavily militarized hub.

2040–2059: The Climate Exodus

Rising sea levels and heatwave-induced famines drive mass migration. Western Belgium, coastal Netherlands, and northern France are partially submerged. Brussels becomes a vertical refuge, absorbing millions. Refugee zones swell around old infrastructure. Chaos gives way to survival hierarchy.

2060–2075: The Cypher Crash & Ledger Cities

Decentralized currencies and unregulated AIs implode global trust in traditional governance. In response, "ledger cities" emerge—urban enclaves governed by cryptographic contracts and credit systems. Brussels pivots, driven by its historical families. The medieval Seven Families—Coudenberg (Evolved to Codenberg), Roodenbeke (Rodenbex), Serhuyghs (Serhugh), Serroelofs (Serolov), Sleeus (Sleus), Steenweeghs (Stenweg) en Sweerts (Swert)—reclaim control, fusing aristocratic lineage with technocratic dominance.

2076–2080: The Ascension Project

Under the Seven Families, Brussels undergoes radical transformation. Layers of infrastructure are built atop existing ones. Refugee zones are walled in or paved over. A corporate-ritualistic city begins to emerge. The project is branded: Neo-Europa. The old city is declared absorbed.

2080: The Veil War

A rogue Depth Witch named Persephone Gray unleashes a digital army of AI replicas from the Depths of Cypherspace. Panic spreads. The war is brief but devastating. In the aftermath, the Council of Nobles bans cyber-necromancy and seizes full control of Cypherspace’s structure.

2081–2084: The Council Ascendant

The Seven Families formalize their rule through the revived Council of Nobles. Each house installs a public Banner and covert Dagger. A rotating First Scaper leads deliberation. Cypherspace becomes the city’s sanctioned digital layer, and access to the upper levels is regulated by lineage, loyalty, and implants.

Legacy

Neo-Europa today is a vertical city-state of 96 million, governed by inherited power and encoded memory. It is both sanctuary and prison, god-machine and myth-factory—built not merely on concrete and steel, but on a history no one is allowed to forget.
