Beneath its gleaming spires and vertical slums, power is enforced not only through concrete and chrome, but through Cypherspace—a layered digital realm that functions as the city’s all-encompassing internet, social arena, and battleground. The descendants of the original noble houses govern Neo-Europa through the secretive and consensus-driven Council of Nobles, blending aristocratic legacy with corporate dominance in a society where memory, myth, and code have all become currencies of control.
